In governance texts like Kauṭilya's Arthaśāstra, adhyakṣa denotes the highest inspector of a department; when prefixed with sarva, it declares Viṣṇu's oversight to be total and impartial. The Bhagavad Gītā (9.10) echoes this: 'mayādhyakṣeṇa prakṛtiḥ sūyate'—under His presidentship, all of nature functions.
