Lucknow, July 6, 2025 – In a major breakthrough, the Uttar Pradesh Anti-Terrorism Squad (ATS) has dismantled a large-scale illegal religious conversion network, arresting its alleged mastermind, Jamaluddin alias Changur Baba, and his associate, Neetu alias Nasreen, in Balrampur. The operation, uncovered on July 5, 2025, revealed a shocking syndicate funded by over ₹100 crore from foreign sources, targeting vulnerable Hindu girls for conversion through deceitful tactics, including “love jihad” schemes.

Key Details of the Conversion Racket

  • Foreign Funding: Investigations revealed that the syndicate operated with over ₹100 crore funneled through 40 bank accounts, allegedly sourced from Islamic nations. These funds were used to purchase luxury vehicles, real estate, and commercial properties across Uttar Pradesh.
  • Fake Hindu Identities: Muslim boys were reportedly trained and given fake Hindu names to lure Hindu girls into romantic relationships, which were then exploited to coerce conversions to Islam.
  • Caste-Based Incentives: The racket allegedly assigned monetary “rates” for conversions based on caste: ₹15-16 lakh for Brahmin, Rajput, or Sikh women, ₹10-12 lakh for OBCs, and ₹8-10 lakh for others.
  • Modus Operandi: The group, led by Jamaluddin, who posed as a Sufi saint under the alias Hazrat Baba Jamaluddin ‘Peer Baba,’ lured vulnerable individuals—particularly poor laborers, widowed women, and minors—with promises of money, jobs, or marriage. Those who resisted faced threats of fabricated legal cases.
  • Spiritual Disguise: The syndicate masked its activities as spiritual outreach, with Jamaluddin publishing a book, Shijra-e-Tayyaba, to propagate its ideology.

The Arrests and Investigation

The UP ATS apprehended Jamaluddin, a 70-year-old Mumbai resident who converted to Islam in Dubai in 2015, and his wife, Neetu alias Nasreen, in Madhpur village, Balrampur. The couple had been residing near Chand Auliya Dargah, where Jamaluddin portrayed himself as a spiritual leader. A reward of ₹50,000 had been announced for information leading to his arrest.

Additional Director General (Law and Order) Amitabh Yash revealed that the syndicate orchestrated conversions through romantic relationships, financial incentives, and intimidation. The ATS has identified other suspects, including Mehboob, Pinky Harijan, Hazira Shankar, Sagir, and Amen Rizvi, and is pursuing their arrests. The investigation has uncovered at least 40 conversions, with suspicions of international links prompting a multi-agency probe involving the National Investigation Agency (NIA) and Enforcement Directorate (ED).

The bust has sparked widespread attention on social media, with posts on X highlighting the scale of the operation and its alleged targeting of Hindu girls. The Yogi Adityanath-led government has been praised for its swift action against illegal conversion networks, with officials emphasizing the violation of the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act, 2021.

“This is one of the biggest conversion rackets busted in Uttar Pradesh, with clear evidence of foreign funding and organized deceit,” said ADG Amitabh Yash.

The ATS continues to scrutinize the syndicate’s financial transactions, which include suspicious transfers from Middle Eastern countries. The case has raised concerns about the exploitation of vulnerable communities and the use of fake identities to facilitate conversions. Authorities are also investigating Jamaluddin’s frequent travels to Islamic nations, with records indicating 40-50 such trips.
