The reason is simple. A Hindu calendar day takes the tithi that is running at local sunrise. Singapore's sunrise comes at a different moment from India's, so a tithi that is running at sunrise in India may already have ended at sunrise in Singapore, or not yet begun. Do not use India's clock times in Singapore.

The close-to-sunrise caveat

In our calculation, the tithi changes very close to sunrise in Singapore around 16 November, 17 November and 7 December. When a tithi ends only a few minutes before or after sunrise, different panchangs can place the observance on different days. This is normal and is not an error in your temple's calendar.

Purnima covers the whole evening of Tuesday 24 November in Singapore. So families can light the Karthigai lamps after sunset, at about 6:54 PM, while Purnima is still running. Sunset in Singapore stays close to 7 PM all month, which makes the evening lamp easy to plan after work.

Karthigai Deepam: the Tamil festival of lamps

In the Tamil calendar this month is Karthigai, and its great festival is Karthigai Deepam. Homes are lit with rows of small clay lamps (agal vilakku) at dusk. The festival is linked with the story of Shiva appearing as an endless column of fire, which neither Brahma nor Vishnu could measure. This is the Lingodbhava story.
