Quick answer: Diwali fireworks in Quebec

What the Quebec government says

The provincial page on preventing fires during fireworks use is safety guidance rather than a fireworks code. It says fireworks are considered explosives under federal regulation, tells you to check with your fire safety service, and notes that some municipalities require a permit or adequate civil liability insurance. Prévenir un incendie lors de l'utilisation de feux d'artifice...

It also advises a safety perimeter of at least 30 m, no use in winds over 20 km/h and no use indoors or on roofs, and says some municipalities ban fireworks when open fires are banned. Prévenir un incendie lors de l'utilisation de feux d'artifice...

Montreal, Longueuil and Quebec City

Montreal's official page says pyrotechnics are banned everywhere and at all times unless a borough council authorizes the fireworks, and noise rules are set borough by borough. There is no Diwali exception. Ville de Montréal - Bruit (mis à jour le 14 mai 2026)

In Longueuil, launching pyrotechnic pieces is prohibited without a prior permit, and permits require a pyrotechnician and $2M liability insurance. Ville de Longueuil - Réglementation incendie Règlement CO-2017-950 sur la prévention incendie (codification...

Quebec City is the exception: consumer pieces may be used on private land without authorization, with a clear site of at least 30 m by 30 m, and users must be 18 or over. Read the Quebec City guide.

What we could not verify

These points are still open. Do not treat them as settled until the official authority confirms them:

  • Montreal borough by-law numbers and the permit process for a community Diwali display.
  • Laval and Gatineau: their official fireworks pages could not be read.

Diwali fireworks safety tips for Quebec

  • Choose one sober adult to light everything. Light at arm's length, step back at once, and never lean over a firework.
  • Never go back to a firework that has failed to go off. Leave it well alone, then soak it in water once it is safe to approach.
  • Check for a fire ban or dry-weather warning on the day. A ban can be announced at short notice and overrides the normal rules.
  • Keep diyas and candles away from curtains, rangoli powder piles, saris and dupattas, and never leave a lit diya unattended.
  • Read the label before dark. The product category and the safety distance printed on it are the legal and practical limits for your garden or yard.

Lawful ways to celebrate Diwali without fireworks

  • Clay diyas: a row of oil lamps at the door and windows is the heart of Deepavali and needs no permit. Stand each one on a metal plate or a tray of sand.
  • LED diyas and string lights: battery diyas are safe for balconies, dormitories, rented flats and anywhere open flames are restricted.
  • Rangoli: a coloured-powder, rice-flour or flower rangoli at the entrance welcomes Lakshmi and gives children a creative part in the festival.
  • Temple and community celebrations: most Hindu temples and community associations hold Lakshmi Puja, aarti and cultural programmes during Diwali week; check their own website or notice board for the 2026 schedule.
  • Authorised public displays: a professional display run under a permit or licence gives the family a fireworks moment without the legal risk.
  • Lakshmi Puja at home: the evening puja, aarti, sweets shared with neighbours and a family meal are what most people remember about Diwali.
