Quick answer: how to get a fireworks display permit in Dubai

Who applies: the fireworks company, not the event

The SIRA page lists five requirements: the applicant must be among the companies SIRA has accredited to organise fireworks displays; it needs a trade licence; a no objection certificate (NOC) from the organising entity; a map showing the launch site and safety distances; and a fireworks transportation request form. For a Diwali celebration, the temple, community association, school or venue is the "organising entity". Its job is to issue the NOC and to make sure the venue and any event permits are in place. The accredited company makes the SIRA application.

We did not research how a company becomes SIRA-accredited; that is a separate SIRA service.

Steps, fees and timing

Two business days is SIRA's own processing time. The organiser's NOC, the site map and any venue or event approvals take longer, so start well before Diwali week.

Other approvals around a display

Dubai Law No. (2) of 2026 says it applies without prejudice to the licences, permits and approvals other government entities require. For events on beaches, all permits and approvals must be obtained from Dubai Municipality and the concerned entities. Law No. (2) of 2026 Concerning Public Safety in the Emirate of...

Owners and operators of public places, entertainment venues and event venues also have their own safety obligations under the law, such as risk assessments and public safety supervisors. Law No. (2) of 2026 Concerning Public Safety in the Emirate of...

We could not confirm the separate requirements of the Department of Economy and Tourism, the Dubai Civil Aviation Authority, Dubai Civil Defence or the Coast Guard beyond the notification duty on the SIRA page.

What we could not verify

These points are still open. Do not treat them as settled until the official authority confirms them:

  • How a company becomes SIRA-accredited for fireworks displays.
  • Whether the permit can also be requested through SIRA's eServices portal; the page lists email as the channel.
  • Whether the permit covers areas outside SIRA's jurisdiction, such as other emirates.
  • Separate event-permit requirements of the Department of Economy and Tourism, and any Dubai Civil Aviation Authority, Civil Defence or Coast Guard conditions.

Diwali fireworks safety tips for SIRA Firework Show Permit

  • Keep the audience behind the safety distances on the approved site map, and follow the accredited company's and venue stewards' instructions.
  • Read the label before dark. The product category and the safety distance printed on it are the legal and practical limits for your garden or yard.
  • Never go back to a firework that has failed to go off. Leave it well alone, then soak it in water once it is safe to approach.
  • Choose one sober adult to light everything. Light at arm's length, step back at once, and never lean over a firework.
  • Tell your neighbours in advance, especially older people and pet owners, and stop on time.
  • Keep diyas and candles away from curtains, rangoli powder piles, saris and dupattas, and never leave a lit diya unattended.

Lawful ways to celebrate Diwali without fireworks

  • Clay diyas: a row of oil lamps at the door and windows is the heart of Deepavali and needs no permit. Stand each one on a metal plate or a tray of sand.
  • LED diyas and string lights: battery diyas are safe for balconies, dormitories, rented flats and anywhere open flames are restricted.
  • Rangoli: a coloured-powder, rice-flour or flower rangoli at the entrance welcomes Lakshmi and gives children a creative part in the festival.
  • Temple and community celebrations: most Hindu temples and community associations hold Lakshmi Puja, aarti and cultural programmes during Diwali week; check their own website or notice board for the 2026 schedule.
  • Authorised public displays: a professional display run under a permit or licence gives the family a fireworks moment without the legal risk.
  • Lakshmi Puja at home: the evening puja, aarti, sweets shared with neighbours and a family meal are what most people remember about Diwali.
