Quick answer: Diwali fireworks in Regina
- The City of Regina says no person shall set off low hazard recreational fireworks within city limits unless it is part of a fireworks display with a permit. City of Regina - Fireworks & Flying Lanterns
- Diwali is not named, so private backyard fireworks are not allowed on Diwali or any other day. City of Regina - Fireworks & Flying Lanterns
- A new Regina Fire Bylaw, No. 2026-21, has been passed but comes into force only on approval by the Minister Responsible for the Saskatchewan Public Safety Agency; that approval was not confirmed when we checked. It keeps the same ban on private use.
The rule today
The City's Fireworks and Flying Lanterns page states that residents cannot set off low hazard recreational fireworks except as part of a display permitted by the Fire Marshal and run by a licensed person. City of Regina - Fireworks & Flying Lanterns
The same ban on private use was in the previous fire bylaw, No. 2018-49, so it does not depend on the new bylaw coming into force. For Diwali 2026, plan on no backyard fireworks in Regina.
For permits, the City page gives Regina Fire and Protective Services at 306-777-7830.
What Bylaw 2026-21 says, once approved
The new Regina Fire Bylaw, 2026 repeals Bylaw 2018-49. It says no person shall set off fireworks in the city unless they are part of a permitted fireworks display. Bylaw No. 2026-21, The Regina Fire Bylaw, 2026 (Open Regina PDF)
Displays would need a permit from the Fire Chief and the Chief of Police, a public place they approve, and supervision by a certified Fireworks Display Supervisor or, for consumer fireworks, a Fireworks Display Assistant. Bylaw No. 2026-21, The Regina Fire Bylaw, 2026 (Open Regina PDF)
Consumer fireworks could be sold only on New Year's Day, Canada Day and Victoria Day or the 10 days before each, and never to anyone under 18. A notice of violation would carry a $300 voluntary payment, reduced by $50 if paid within 14 days. Bylaw No. 2026-21, The Regina Fire Bylaw, 2026 (Open Regina PDF)
Diwali is not a sales day under the new bylaw either, so do not expect fireworks on sale in Regina in early November.

Provincial and federal rules that also apply
Saskatchewan has no province-wide consumer fireworks calendar. The Fire Safety Act lets cities set their own, stricter fire bylaws, and provincial fire bans mostly apply outside municipalities:
- Local authorities may pass fire-prevention bylaws under municipal statutes, including standards stricter than the National Fire Code. The Fire Safety Act, c F-15.11 (Publications Saskatchewan)
- Provincial (SPSA) fire bans can prohibit fireworks in covered areas, but not inside rural or incorporated municipalities, which need their own bans. SPSA Fire Ban Revised (June 1, 2026)
- Wildfire Act orders can prohibit or restrict fireworks for a set period; the Act does not apply in cities, towns, villages and similar communities. The Wildfire Act, c W-13.01 (Publications Saskatchewan)

What we could not verify
These points are still open. Do not treat them as settled until the official authority confirms them:
- Whether Bylaw 2026-21 has received ministerial approval and is in force; until it is, the previous fire bylaw applies, and the City page carries the same use ban.
- The penalty under the current bylaw; the $300 voluntary payment is in the new bylaw.
- Whether a community Diwali display by certified operators would be approved; this is decided case by case.
Diwali fireworks safety tips for Regina
- Buy only from a licensed or registered seller in the jurisdiction where you will use the fireworks, and keep the packaging so the product category and instructions stay with it.
- Check for a fire ban or dry-weather warning on the day. A ban can be announced at short notice and overrides the normal rules.
- Keep diyas and candles away from curtains, rangoli powder piles, saris and dupattas, and never leave a lit diya unattended.
- Keep children well back and hand them nothing that is lit. Sparklers stay hot long after the spark ends.
- Read the label before dark. The product category and the safety distance printed on it are the legal and practical limits for your garden or yard.
Lawful ways to celebrate Diwali without fireworks
- Clay diyas: a row of oil lamps at the door and windows is the heart of Deepavali and needs no permit. Stand each one on a metal plate or a tray of sand.
- LED diyas and string lights: battery diyas are safe for balconies, dormitories, rented flats and anywhere open flames are restricted.
- Rangoli: a coloured-powder, rice-flour or flower rangoli at the entrance welcomes Lakshmi and gives children a creative part in the festival.
- Temple and community celebrations: most Hindu temples and community associations hold Lakshmi Puja, aarti and cultural programmes during Diwali week; check their own website or notice board for the 2026 schedule.
- Authorised public displays: a professional display run under a permit or licence gives the family a fireworks moment without the legal risk.
- Lakshmi Puja at home: the evening puja, aarti, sweets shared with neighbours and a family meal are what most people remember about Diwali.
