Quick answer: Diwali fireworks in Northern Ireland

How fireworks licensing works in Northern Ireland

Under the Explosives (Fireworks) Regulations (Northern Ireland) 2002, possessing, buying, selling, acquiring, handling or using fireworks is prohibited except under licence. Category F1 fireworks and F2 sparklers are exempt. The Explosives (Fireworks) Regulations (Northern Ireland) 2002

The licence covers buying, possessing and using together, and it lists the specific products. When you buy, you show the licence to a DoJ-registered seller, who must record the sale. The Explosives (Fireworks) Regulations (Northern Ireland) 2002

For a family garden celebration, use the F2 (garden) fireworks application on nidirect; for a larger show, the F3/F4 display form. The F2 form can be emailed to feb@justice-ni.gov.uk with payment by a Worldpay link, or posted to the address on the form. DoJ F2 fireworks licence application form 2026 (PDF)

Timing your application for Diwali

Licences are not issued more than four weeks before the display, and processing can take up to three weeks and may include a council inspection. DoJ F2 fireworks licence application form 2026 (PDF) For a celebration on Sunday 8 November 2026, that means the earliest issue date was around 11 October, and an application sent in late October may not be processed in time. Apply as soon as the four-week rule allows, and if it is too late this year, plan a licence-free celebration instead.

The DoJ does not normally issue a licence for fireworks used between 11 pm and 7 am. This is licensing practice, not a statute, but it means you should plan to finish before 11 pm on Diwali night. DoJ F2 fireworks licence application form 2026 (PDF)

For comparison, the 2026 Halloween display deadline published on nidirect was Friday 16 October 2026. Fireworks

If your licence application is too late, sparklers and indoor (F1) fireworks remain available without a licence, alongside diyas, lights and the temple celebrations listed below.

What we could not verify

These points are still open. Do not treat them as settled until the official authority confirms them:

  • We found no statutory hours for fireworks use in Northern Ireland. The 11 pm to 7 am point is DoJ licensing practice.
  • The legal basis of nidirect's three-month prison figure was not found in the 2002 regulations, which provide for a fine.
  • We did not read the F3/F4 display licence form, so display requirements may differ from the F2 garden form described here.
  • The list of banned firework types comes from nidirect; we did not check the underlying legal provision.
  • Mid and East Antrim: whether the indoor pyrotechnics condition applies to unlicensed (free, private) gatherings.

Diwali fireworks safety tips for Northern Ireland

  • Keep children well back and hand them nothing that is lit. Sparklers stay hot long after the spark ends.
  • Never light fireworks indoors, on a balcony, under trees or near parked cars, and never point them at people, homes or animals.
  • Keep diyas and candles away from curtains, rangoli powder piles, saris and dupattas, and never leave a lit diya unattended.
  • Tell your neighbours in advance, especially older people and pet owners, and stop on time.
  • Keep a bucket of water or a hose ready, and soak every spent firework before it goes into the bin.

Lawful ways to celebrate Diwali without fireworks

  • Clay diyas: a row of oil lamps at the door and windows is the heart of Deepavali and needs no permit. Stand each one on a metal plate or a tray of sand.
  • LED diyas and string lights: battery diyas are safe for balconies, dormitories, rented flats and anywhere open flames are restricted.
  • Rangoli: a coloured-powder, rice-flour or flower rangoli at the entrance welcomes Lakshmi and gives children a creative part in the festival.
  • Temple and community celebrations: most Hindu temples and community associations hold Lakshmi Puja, aarti and cultural programmes during Diwali week; check their own website or notice board for the 2026 schedule.
  • Authorised public displays: a professional display run under a permit or licence gives the family a fireworks moment without the legal risk.
  • Quiet celebrations: music, bhajans, a diya-lit dinner or a lantern walk on your own property avoid noise complaints and fire risk.
