Chennai Diwali 2026 Firecracker Rules: Deepavali Timings, Green Crackers, Shop Licences and Tamil Nadu Updates
Deepavali 2026 in Tamil Nadu is on Sunday 8 November. Status of the 2026 cracker order as of 25 October, the 6–7 AM and 7–8 PM slots used in 2025, green crackers, Island Grounds, shop licences, police jurisdictions and safety.

Quick answer: Deepavali 2026 in Chennai and Tamil Nadu falls on Sunday 8 November 2026. According to TNPCB, Tamil Nadu has used two one-hour slots since 2018 instead of the national 8 PM to 10 PM window: in 2025 these were 6 AM to 7 AM and 7 PM to 8 PM. As of 25 October 2026 no 2026 order found, so treat those slots as last year's rule, not a confirmed 2026 rule, until the state publishes its 2026 notice.

1. Deepavali cracker timings in Chennai (pattasu vedikkum neram)
2026: not yet announced as of 25 October 2026.
2025 (history): the Tamil Nadu government said in an official release that, as per the Supreme Court's order, bursting of crackers would be permitted only between 6 AM and 7 AM and between 7 PM and 8 PM on Deepavali. This was reported by The New Indian Express on 15 October 2025; DT Next reported the same slots as a TNPCB statement on 16 October 2025. (Official text not independently checked by HinduTone.)
Why Tamil Nadu is different: Deepavali in Tamil Nadu begins before dawn with the oil bath, so the state has fixed a morning hour as well as an evening hour. TNPCB said in 2024 that the state government had permitted these times since 2018 (DT Next, 30 October 2024).
| Year | Timings announced | Source |
|---|---|---|
| 2025 | 6 AM to 7 AM and 7 PM to 8 PM, in a Tamil Nadu government release (also reported as a TNPCB statement) | The New Indian Express, 15 October 2025; DT Next, 16 October 2025 |
| 2024 | 6 AM to 7 AM and 7 PM to 8 PM, TNPCB advisory; TNPCB said the state had permitted these times since 2018 | DT Next, 21 October 2024; DT Next, 30 October 2024 |
| 2023 | 6 AM to 7 AM and 7 PM to 8 PM, TNPCB advisory and Greater Chennai Police appeal | DT Next, 7 November 2023; DT Next, 7 November 2023 (police) |

2. Green crackers (pasumai pattasu): NEERI logo and QR code
The Supreme Court allows only green and improved crackers, made to CSIR-NEERI formulations. Tamil Nadu's releases from 2023 to 2025 urged people to use green crackers that are less noisy and polluting, and its 2025 release recalled the 2018 Supreme Court direction that manufacturers make and sell green crackers (The New Indian Express, 15 October 2025). Sivakasi, in Virudhunagar district, is the centre of India's fireworks industry, so most crackers sold in Chennai are made in the state.
- Check the box for the CSIR-NEERI green logo and scan its QR code before you pay.
- Avoid unbranded or loose crackers and anything labelled as imported.
- Avoid joined "series" crackers (the long strings); the 2025 release asked people not to burst them.
3. Conventional crackers
Ordinary high-emission crackers, crackers with barium salts and joined crackers are banned nationally by the Supreme Court's 2018 judgment. Greater Chennai Police said in 2023 and 2025 that, under the rules, crackers louder than 125 decibels may not be manufactured, used or sold (DT Next, 7 November 2023 and 21 October 2025).
The national baseline: what applies everywhere in India
Whatever Tamil Nadu announces for 2026, a few national rules apply across India. HinduTone read these in the original texts:
- Green crackers only. In Arjun Gopal v. Union of India (judgment of 23 October 2018), the Supreme Court allowed only "improved" and "green" crackers with reduced emissions, and directed that sale be only through licensed traders. CSIR-NEERI (the National Environmental Engineering Research Institute) developed the green-cracker formulations and registers manufacturers; genuine green crackers carry the CSIR-NEERI green logo and a QR code.
- Barium salts and joined crackers banned. The same judgment banned barium salts in fireworks and banned the manufacture, sale and use of joined firecrackers ("series crackers" or "laris").
- No online sales (2018 direction). The 2018 judgment told e-commerce websites not to accept online orders for firecrackers.
- The 8 to 10 PM default. Direction (xiv) of the 2018 judgment limited bursting on Diwali and similar festivals to 8:00 PM to 10:00 PM, and on Christmas Eve and New Year's Eve to 11:55 PM to 12:30 AM, and said this applies throughout India. Some states have asked for, and announced, different two-hour windows; where a state has issued its own order, follow that order.
- Night-time noise limit. Rule 5A(2) of the Noise Pollution (Regulation and Control) Rules, 2000 (added in 2010) says sound-emitting firecrackers shall not be burst in a silence zone or during night time, which rule 2(j) defines as 10:00 PM to 6:00 AM.
- Silence zones. Under the same rules, an area of not less than 100 metres around hospitals, educational institutions and courts may be declared a silence zone by the state government.
- Police responsibility. The 2018 judgment made the local police responsible for ensuring that fireworks happen only at the permitted times and that banned crackers are not sold, with the Station House Officer personally answerable for violations.

2026: the Supreme Court is hearing the issue again. On 30 September 2026 a bench said it would neither impose a complete ban nor allow round-the-clock fireworks, and would look for "specified time" windows; the Centre also asked it to consider a conditional relaxation for CSIR-NEERI's "next-generation joined green crackers" with reduced barium (reported by DT Next, from PTI, on 30 September 2026). On 12 October 2026 the Chief Justice's bench, hearing the Delhi-NCR pollution case, favoured designated hours and public awareness (reported by The New Indian Express on 13 October 2026). Official texts were not independently checked. As of 25 October 2026 HinduTone found no new order changing the 2018 directions on timings, barium or joined crackers; if the court issues one before Diwali, it will override what is written here.
In October 2025 the Supreme Court (M.C. Mehta v. Union of India, order of 15 October 2025) again allowed only NEERI-approved green crackers for Delhi-NCR, and noted cases where green-cracker QR codes had been sold to unregistered makers. That order was specific to Delhi-NCR, but it is a useful warning everywhere: scan the QR code and buy only from a licensed shop. (Supreme Court order of 15 October 2025, PDF.)
4. What happens if you burst crackers outside the permitted hours?
The police do book cases. After Deepavali 2025, DT Next reported (21 October 2025) that the Greater Chennai Police had registered 319 cases against people who burst crackers beyond the allotted time, with 35 cases in the Tambaram commissionerate and 38 in Avadi. HinduTone has not listed fines or penalty amounts because they could not be verified for 2026.
5. Hospitals, schools, courts, religious places and fire-prone areas
Tamil Nadu's 2025 release asked people to refrain from bursting crackers in silence zones such as hospitals, schools, courts and religious places, and to stay away from huts and other fire-prone areas (The New Indian Express, 15 October 2025). The 2024 TNPCB advisory listed hospitals, places of worship and educational institutions, and also slums and easily flammable structures (DT Next, 21 October 2024). Greater Chennai Police have also asked people not to burst crackers near two-wheelers or where petrol is stored, and not to fire rockets near huts or multi-storey flats (DT Next, 21 October 2025).
Nationally, the Noise Rules forbid sound-emitting crackers in silence zones (at least 100 metres around hospitals, educational institutions and courts, where declared) and between 10 PM and 6 AM.
6. Community celebrations in common areas
Tamil Nadu encourages shared bursting in one place rather than in every street. The 2025 release encouraged community bursting in designated common areas with permission from district administrations or local bodies, through welfare associations (The New Indian Express, 15 October 2025). The 2024 TNPCB advisory said prior permission from the district administration or local body is required for collective celebrations organised through welfare societies (DT Next, 21 October 2024). (Official text not independently checked by HinduTone.)
7. Temporary cracker shop licences
Selling crackers needs a licence under the Explosives Rules, 2008. Temporary Deepavali shop licences are issued by the local licensing authority, and a fire safety clearance comes from the Tamil Nadu Fire and Rescue Services; PESO handles licences for manufacture and large storage. The official portals for police services, fire services and e-district services are listed below. HinduTone could not open them from its server, so it cannot confirm the 2026 procedure, fees or deadlines; check there before applying.
In the Assembly on 1 September 2026 the Industries Minister said an app was being developed to speed up fireworks factory licensing, and a member said delays also affected retail shops (DT Next, 1 September 2026).
For buyers: buy only from a shop displaying its licence, keep the bill, and do not store large quantities of crackers at home.
8. Island Grounds cracker fair
The cracker fair at Island Grounds, run on space allotted through a Tamil Nadu Tourism Development Corporation (TTDC) tender, is Chennai's best-known place to buy crackers. In 2025 it had 30 stalls, down from 60 in 2024 because of works at the grounds (DT Next, 14 October 2025).
2026: DT Next reported on 9 October 2026 that the Madras High Court (Justice P.T. Asha) directed the Tourism department and TTDC to respond to a plea by the Chennai Fire Works Dealers' Welfare Association for earmarked space every year, and adjourned the case to 13 October. The government advocate said a tender would soon be floated. HinduTone did not find the outcome or a tender notice as of 25 October 2026. In 2024, the e-tender for the fair was the subject of a contempt case (DT Next, 17 October 2024). (Official text not independently checked by HinduTone.)
9. Police jurisdictions in Chennai
- Greater Chennai Police: the core city. In 2025 it registered 319 cases for bursting beyond the permitted hours (DT Next, 21 October 2025).
- Tambaram City Police: a separate commissionerate for the southern suburbs (35 cases in 2025).
- Avadi City Police: a separate commissionerate for the western suburbs (38 cases in 2025).
Each commissionerate enforces the state order in its own area; follow the notice of the one you live in. In an emergency call 112.
Rest of Tamil Nadu: for Coimbatore, Madurai, Tiruchirappalli and the other districts, see the Tamil Nadu Deepavali 2026 firecracker rules and timings (statewide guide).
10. Apartments and gated communities
- Ask your residents' welfare association to fix one open common area, and to seek the permission the state asks for.
- Burst only in the official slots, with a volunteer, water buckets, sand and extinguishers.
- No rockets near flats, no crackers on balconies, terraces, stilt car parks or near lifts.
- Keep cars and two-wheelers away from the bursting area.
- Give elderly residents, babies, patients and pets a quiet space.
12 safety tips for Diwali night
- Buy only from a licensed shop and keep the bill. Check for the CSIR-NEERI green logo and scan the QR code on the box.
- Burst crackers only in an open space, away from parked vehicles, dry leaves, thatched roofs, gas cylinders and electric lines.
- Keep a full bucket of water and a bucket of sand nearby. Put used sparklers and duds straight into the water.
- Wear close-fitting cotton clothes. Avoid loose silk or synthetic saris, dupattas and kurtas near flames.
- Children must always be supervised by an adult. Give younger children only hand-held sparklers, held at arm's length.
- Light crackers with a long agarbatti or incense stick, at arm's length, and step back at once. Never lean over a cracker.
- Never relight a dud. Wait several minutes, then soak it in water.
- Never burst crackers inside a home, on a balcony, in a stairwell or in a car park, and never throw them at people or animals.
- Keep pets indoors in a quiet room; street dogs, cows and birds are badly frightened by loud bursts.
- People with asthma, heart conditions, newborns and older relatives are best kept indoors with windows closed.
- For a burn, cool it under clean running water for several minutes and seek medical help. Do not apply ice, toothpaste or oil.
- Know the emergency numbers: 112 (all emergencies), 101 (fire) and 108 (ambulance in most states).
- After the Deepavali oil bath, change into cotton clothes before handling crackers; oiled hair and skin, and silk, catch fire easily.
Eco-friendly ways to celebrate
Tamil Deepavali starts with the Ganga snanam oil bath, new clothes, sweets and lamps. Some ideas:
- Light clay diyas with sesame or ghee, and fill the doorway with rangoli, kolam or muggulu made from rice flour and flower petals.
- Choose a short, shared community display in a permitted open space instead of many separate bursts in every lane.
- Use sky-safe lights: LED strings, paper lanterns (akash kandil) and torans of fresh mango leaves and marigolds.
- Spend the evening on Lakshmi Puja, a family aarti and sweets with neighbours; it is the heart of the festival.
- If you buy crackers, buy fewer, choose green crackers with a valid QR code, and avoid high-noise bombs.
Frequently asked questions
